TOWN OF ELON
TOWN COUNCIL AGENDA REPORT

Item Type: Policy Discussion
SUBJECT:   E. Haggard Closure Proposal from Elon University - Rich Roedner

DATE: October 5, 2020

PURPOSE:
To consider request of Elon University to close E. Haggard Ave. from Friday evening to Sunday evening, each weekend starting on October 9 and running through the end of the semester.

HISTORY:

The University has submitted a proposal to close E. Haggard Ave. each weekend from Friday evening until Sunday evening, starting on October 9. The intent of the closure is to provide continuity between the two large lawn areas between Alamance Hall and the Admissions Building for student-focused outdoor activities. The need for such space has become necessary due to COVID restrictions on gatherings indoors.

This proposal was received on September 28, and at this time, staff is still reviewing the proposal and developing responses. These will be provide separately to the Board and University after the packet is distributed. But due to the timing of the request and the desired commencement date, it seemed reasonable to place it on the agenda prior to a full review being conducted.

FACTS AND ISSUES:
The University's request is attached.

OPTIONS:
Options will be presented at the October 5 meeting, after staff has had adequate time to review the proposal, and seek responses to any concerns that are raised.

TOWN MANAGER RECOMMENDED ACTION:
None at this time.
